Video highlights are currently available on YouTube and Vimeo for now, and only for videos that have a transcript.
To generate video highlights, Copilot requires permission to view your browser page's contents, such as the video you're watching in Edge. You can allow Copilot to access page contents by either allowing when Copilot asks, or by going to Edge Settings > Sidebar > Copilot and toggling on "Allow Microsoft to access page content." You can always toggle this feature off in Edge Settings.
