The Windows Phone 8.1 Emulators package provides emulator images for use with Visual Studio 2013 Update 2 or later. With this package, you can create and test apps using an emulator for Windows Phone 8.1. These emulators are included with Visual Studio 2013 Update 2 or later.

    Visual Studio 2013 Update 2 or later.

    1. Ensure that you have Visual Studio 2013 Update 2 or later installed. Click the Download button for MobileTools_EmulatorWP81.exe.
    2. Select the option to Run and follow the instructions that appear.
