Innocent people are being brutally murdered by a uniformed police officer. The Commissioner is under fire to solve the case. As the death toll rises, City Hall attempts a cover-up. Jack Forrest, a young cop, is framed and arrested. The detective on the case, Frank McCrae, is not convinced that Forrest is his man. When McCrae is found dead,  Forrest must take over the case with help from his girlfriend. The two lovers set out to solve the puzzle before the Maniac Cop can strike again.
