Detective Fowler (Christopher Titus) is a drunk, rough, dirty cop, three time loser. His ex-girlfriend is now the Mayor of Van Nuys where he works. She assigns Fowler to train four handicapped undercover detectives. With his Captain (Billy Gardell) hoping he fails, his ex-girlfriend hoping he fails and four angry disabled people trying to prove they can do anything. Fowler has to be the cop he used to be and step up. When he is taken by bad guys only one crew can save him.
